Sir,
I have the honor to report that this morning I
introduced Mr. Frank Smith of Mesara. Boyd & Co., Amoy,
to the Commissioner for Foreign Affairs here. At our
interview Hr. smith explained the aims of the "Far-East
Aviation Company" which has recently been formed at Hong
Kong with the object of developing a British commercial
aviation service in China. I understand that the Company
is being encouraged by the Hongkong Government, and that
you are aware of its programme. Mr. Smith asked the
Commissioner for Foreign Affairs to sound the Pukien
Provincial Government Commission as to whether they would
be disposed to allow facilities for the Company at Amoy
and Foochow.

This Admiral Hsu readily consented to do, adding that
he was personally in favour of promoting aviation.
I have the honour to enclose copy of the letter written by
Mr. Smith to the Commissioner for Foreign Affairs after the
interview. No reply is expected for some days.
3.
Should the informal response of the Fukien Provincial
Government Commission prove encouraging, the matter will be
taken up formally and the consent of the National and
Frovincial authorities concerned will be sought.
4. I understand that Mr. Vaughan Fowler, the Representative
of the Far-East Aviation Company, is now in North-China
and intends to make a report to you personally of the aims
Sir Miles, Lampson, K.C.M.G., C.B., M.V.O.,
etc.,
